Series II contains the memoranda that passed between Simon and other officials at the Treasury Department. Most of the memoranda are to Simon from senior staff members. They cover primarily the Secretary years, from 1974 through 1976. In addition to memoranda, the files contain briefing papers, talking points, and draft letters for Simon's signature. The series is arranged alphabetically by name of Treasury official. Most of this material was reviewed by the staff member who wrote the memoranda or his or her office before its release to Lafayette College. Biographical information on most of these Treasury Department officials can be found in Series IIIB in the Press Releases subject file, and in Series IV in the Personnel and Treasury Officials briefing books.
Particularly extensive are the files of the Treasury General Counsels, Edward C. Schmults (1973-1974) and Richard R. Albrecht (1974-1976). Besides documenting legal actions involving the Treasury, they cover a number of other issues--freedom of information and privacy acts; minority concerns, especially tax exempt status for private schools; conflict of interest cases; antitrust legislation; revenue sharing; the emergency loan guarantee program and Lockheed Corporation's difficulties; IRS and Secret Service matters, some with regard to Watergate; and the question of the Treasury Secretary's authority over the Comptroller of the Currency. In addition, the Schmults files for the period when he served as Under Secretary (1974-1975) contain much information on the United States Railway Association and the reorganization of northeastern and midwestern railroads.
Other extensive files are those of Assistant Secretaries for Enforcement, Operations, and Tariff Affairs--Edward L. Morgan (1973) and David R. Macdonald (1974-1976). Morgan's file concerns the dispute between the Treasury's Customs Service and the Justice Department's Drug Enforcement Administration over jurisdictional matters. Additional memoranda concern Secret Service expenditures at the Nixon residences. Macdonald's Enforcement files cover activities of the Customs Service, the Secret Service, and the Alcohol, Tobacco and Firearms Bureau, particularly the protection of candidates during the 1976 presidential campaign. Drug enforcement matters are also covered, especially the problem of tax evasion by high-level drug traffickers. Macdonald's Operations files discuss ceremonial duties, commendations for agents, and activities of the Mint, while his Tariff Affairs files concern antidumping and countervailing duty investigations. Many of these topics also appear in the file of Under Secretary Jerry Thomas (1976).
A number of the memoranda document the relationship between Treasury and the Congress. Files of Simon's Assistant Secretary for Legislative Affairs, Harold F. Eberle, concern Treasury's lobbying efforts for legislation and Simon's appearances on behalf of members of Congress, particularly during the 1976 campaign. Preparation for Simon's congressional testimonies is a frequent topic in the files of Assistant Secretaries, Sidney L. Jones (Economic Policy) and Charles M. Walker (Tax Policy), as well as in the files of their staff members.
International matters are also covered by the memoranda. The file of Charles A. Cooper, Assistant Secretary for International Affairs (1975), contains information on the establishment of the Commission on the Organization of the Government for the Conduct of Foreign Policy--or the Murphy Commission as it was commonly called. The file of Special Assistant for National Security, William N. Morell, also has material on the Murphy Commission, specifically on its recommendation that the National Security Council be expanded to include the Treasury Secretary. In addition, Morell's file contains material relating to problems of human rights in Chile. Files of Gerald Parsky, who was Assistant Secretary for Trade, Energy, and Financial Resources Policy Coordination in 1974-1975 and Assistant Secretary for International Affairs in 1976, cover a variety of international topics, especially trade between the U.S. and the U.S.S.R.
Files of staff members from the Office of Financial Analysis provide commentary on indexes of economic indicators, such as consumer prices, housing starts, and industrial production. Public affairs matters--interviews of, articles on, and appearances by Simon-- are covered in files of the Special Assistants to the Secretary for Public Affairs. Files of consultants brought in by the Treasury include issue papers on such topics as energy, inflation, and social security.
