Secretary Simon testifies before Congress in early February 1976

Series V: Speeches and Writings

Series V documents Simon's extensive round of public appearances and published statements during his tenure in office. Included are speeches, interviews, testimonies, statements, articles, and other publications, among them Simon's book A Time For Truth. Drawers 37-40 contain individual files for each speech or statement in a chronological arrangement. In drawers 41-42 are bound volumes grouped by category--addresses, congressional testimony, media appearances, and travel schedules. The writings are located in drawer 43 and are arranged alphabetically by title. (Related series are the briefing books and the audio-visual materials.)

Simon addressed a wide variety of gatherings in his capacities as Deputy Secretary of the Treasury, Administrator of the Federal Energy Office, and Secretary of the Treasury. A large proportion of the files contain his testimony before the Congress--its committees and their subcommittees. He made numerous appearances before the Joint Economic Committee; the Senate Banking, Housing, and Urban Affairs Committee; the House Banking and Currency Committee; the Senate Finance Committee; and the House Ways and Means Committee. As Deputy Secretary and FEO head, he provided testimony on such topics as the Alaska pipeline, the mandatory oil import program, gasoline prices and supply, and the investment tax credit. As Secretary he testified on revenue sharing, private ownership of gold, double-digit inflation, and long-term economic growth.

A number of the files concern Simon's travels on behalf of the administration's policies abroad. Recorded are trips to the Middle East, South America, and Europe. Simon's attendance at important international meetings is also covered. There are, for example, materials on the Ditchley Conference in Britain in early 1975, where discussions concerned the heavy flow of capital to the oil-producing countries, and at the International Monetary Fund Conference in Jamaica in January 1976, where the agreements redesigning the international monetary system were struck. Simon's statements, speeches, and press conferences from all these trips are included in the files.

Other files document Simon's talks to clubs, professional associations, civic organizations, academic forums, and youth groups. He made many appearances before business and financial organizations, including the Business Council, and the National Bankers Association. Similarly, he addressed political groups, among them the National Governors Conference, and the Republican National Convention. Throughout the 1976 campaign, Simon made numerous fund-raising appearances on behalf of Republican candidates across the country.

The speech files also contain copies of Simon's statements for the press on various issues. In addition, transcripts from press conferences and other interviews are in the files. Simon's appearances on national television news programs, such as "Meet the Press," are covered as well. Finally his ceremonial duties, particularly during the Bicentennial in 1976, are recorded by the files.

These chronological speech files usually contain the official text of Simon's address as issued by the Treasury Department. Often Simon's own annotated copy of the address is included as well. In a few cases there is no text, but rather an itinerary listing the appearance. Many of these files also have background material and correspondence related to the occasion. The bound volumes contain only texts. (On the inventory that follows, when the location of the speech is not given, it should be assumed to be Washington, D.C.)

The file of Simon's writings includes journal and newspaper articles, published interviews and speeches, introductions and chapters contributed to books, letters to the editor, and a few unpublished pieces. There is an extensive file of letters from business leaders, governors, and cabinet officials acknowledging receipt of The Ethical Basis of Freedom, which contained Simon's essay "A Challenge to Free Enterprise."

Materials relating to Simon's book A Time for Truth document its development from the planning stages to the page proofs. Correspondence about the book includes lengthy letters from Milton Friedman, Alfred H. Kingon, and others offering advice and ideas; memoranda to and from Edith Efron, David Gergen, and Sidney Jones about the manuscript; and letters from Friedman and F.A. Hayek detailing their admiration of the work and enclosing introductory statements to be used in the publication. Simon's handwritten notes are included, as are various drafts of the manuscript under its earlier titles--The Shackled Giant and Why Weren't We Told?. Particularly noteworthy are the typed transcripts of interviews with Simon conducted in 1976 in preparation for the book. (The tapes of these interviews are in Series VI.) The nearly one thousand pages of transcripts contain Simon's very candid observations on his time in government.
