The briefing books series (Series IV) consists of the briefing materials compiled for Simon during his tenure at the Treasury. Most of the briefing books were produced in the years 1974-1976. The typical briefing book is an indexed compilation of materials focusing on a particular subject (such as the budget or energy) or event (such as trips abroad or congressional hearings). Materials include memoranda, correspondence, reports, papers, questions and answers, and data sheets. The briefing books series is arranged alphabetically by title. Related series include the subject files and speeches and writings.
A number of briefing books were prepared for Simon's appearances before congressional committees. These books include Simon's statements, background reports, questions and answers, and news releases. Simon provided important testimony to the House Banking, Currency, and Housing Committee. Briefing books for that committee's hearings deal with international financial matters including trade policy, the International Monetary Fund, and the Financial Support Fund, which was designed to lessen the impact of high oil prices on oil-importing countries. Energy issues are dealt with in the briefing books for the House Ways and Means Committee and the Interstate and Foreign Commerce Committee. In the Senate, the Banking, Housing, and Urban Affairs Committee hearings are documented in books on anti-bribery legislation, the Financial Support Fund, and international economic policy. Domestic issues are dealt with in books on the budget (Senate Budget Committee) and taxes (Senate Finance Committee). Finally, a variety of domestic and international issues are covered in the briefing books compiled for joint House and Senate committee hearings.
A variety of domestic issues, including the economy and taxes, are addressed in the briefing books. Books on the Economic Policy Board, the domestic economy, and long-term forecasts cover general economic issues. The government's concern with inflation is documented in briefing books on the Financial Conference on Inflation and the Inflation Impact Statement Program. Special government programs--including food stamps, revenue sharing, and Emergency Loan Guarantees--designed to mitigate the effects of the recession and inflation on individuals, municipalities, and corporations--are documented in the briefing books series. And books on the coal strike, gold, and questionable corporate payments abroad relate to Treasury involvement in other controversies. Tax reform is covered in books on basic tax reform, comprehensive income taxation, and tax reform. Finally, general tax matters, such as the effects of taxes on revenues and the energy industry, are examined in books on taxes and energy, tax review, capital and taxes, and questions and answers/taxes.
The Republican presidential election machinery generated a number of books for use during the 1976 campaign. Produced by the President Ford Committee, these books compare the candidates and address election issues. Included are a Carter quote book, a Ford presidency issues book, and President Ford and Republican National Committee fact books. Other books concerning Republican activities include those on the Republican National Convention, the Republican States Conference, and state caucus team meetings. The Campaign '76 books cover Simon's stumping activities on behalf of various Republican candidates.
International matters covered in the briefing books include the world economy, Simon's trips abroad, and international financial institutions. United States international economic policy is dealt with in books on international economic policy review, the East-West Trade Bureau, and the U.S.-Saudi and U.S.-Soviet economic cooperation councils. In addition, a book is devoted to the Murphy Commission, which examined the process of international policy making. Simon's trips abroad receive extensive treatment in the briefing books series. Among the briefing books prepared for Simon's diplomatic visits are those on Canada; Chile, Brazil, and Mexico; France, the Soviet Union, India, and Sri Lanka; the Middle East and Europe; and the Phillipines. Materials in these books include schedules, agendas, and background memoranda. Finally, the briefing books document Simon's involvement with international financial institutions. Books on the International Monetary Fund/World Bank annual meetings provide schedules and agendas as well as background material for the U.S. delegation. Additional books on the Internationasl Monetary Fund and the Committee of Twenty concern American efforts to reform international financial institutions. American participation in these institutions is examined in books relating to the Asian Development Bank and the Inter-American Development Bank.
The briefing books series further documents the importance of energy in the Simon years. Key areas of government policy are examined in books on energy meetings, energy issues, and the Energy Resources Council. Among the issues covered by these books are long-term energy policy, conservation, prices, and windfall profits. Additional briefing books on the 1975 Energy Policy and Conservation Act and on energy tax legislation document Treasury positions with regard to key pieces of legislation. Lastly, international aspects of the oil situation are scrutinized in books on OPEC and oil.
The questions and answers briefing books are just that: briefing material for Simon prepared in a question and answer format. These briefing books consist of short, focused questions on matters related to Treasury business and longer explanatory answers. A number of general questions and answers books, mostly from 1975-76, cover several areas at once. Among the topics included in these books are the domestic economy, taxes, energy, international financial issues, food, capital formation and investment, and financial institutions. Other briefing books examine particular subjects including taxes, revenue sharing, corporate integration, energy, and the budget.
A number of additional areas are covered in the briefing books series. Books on Canadian television, CBS, Meet the Press, and television questions and answers were prepared for Simon's television appearances. Similar books on speeches before the Economic Club of New York and the NAACP are included in the series. Briefing books also document Treasury participation in the Bicentennial celebration and in the writing of the 1976 State of the Union Message. In addition, some internal Treasury affairs are covered in the briefing books. Books on management by objectives focus on the Office of Management and Budget's plan to implement new management strategies. A book on Treasury officials provides photographs and biographies of Department officials during Simon's tenure as Deputy Secretary. Finally, the series includes several transition briefing books written in 1976 for the use of the incoming administration.
